The EU is concerned that subsidized Chinese goods, especially cars, made in Morocco will be exported to the EU. Following the enactment of policies such as reduced taxes, green energy inputs, and a capable workforce, Chinese investors have rushed into Morocco seeking to build an EV-supply chain for exports. Europe also has Morocco has a key supplier for some of their own automakers, and as such are competing with Chinese investors in Morocco directly. As such, any trade defences are more difficult than usual as they need to find a way to hit Chinese manufacturers in Morocco specifically without harming EU automakers.
Unlike other complaints of subsidized exports, this feels especially jarring given that complaints have been made about other Chinese investment in Africa from OECD nations, albeit on concerns of Chinese political influence rather than subsidized goods. You might conclude that the European stance is that North Africa isn’t allowed to industrialize or export unless they do it with European/American IP and equipment.
