His position is much more radical than I expected. He argues that consumers, reputation, and voluntary certification systems could replace many government food regulations. For libertarians who support free markets, does food safety represent a legitimate exception, or should food markets be treated like most other markets?

Haven’t watched the video yet, but from what you’ve said, those are very libertarian positions. The food industry isn’t anything special, it works just like all other industries in a free market. Quality standards can be assured via voluntary means that don’t drown small businesses in legal fees while destroying competition and individual choice. The original impetus for food safety laws was largely fabricated (by literal communists, btw). In fact Roosevelt himself recognized *The Jungle* as fake even as he used it to advance his political goals.
