He did not invent anything workable though. The binding energy of water will always be higher than the energy gained by burning the hydrogen. Even if it works, it would require an extra power source fueled by something other than water. You would literally have to break the laws of physics for it to work with just water.

Or more likely he was a grifter who defrauded his investors with a fake technology that didn’t actually work.
He was investigated, found to be a fraud and required to pay the money back, which he couldn’t.
