
Submission statement: I can think of no better example for how planning law hobbles national projects than the case given in this article. Extending a tunnel drove NIMBY backlash and a judge ruled that even though the tunnel was authorized under law, the change in plans meant that HS2 needed to go back and resubmit for planning permission and erred in not doing so.
