To be honest, PhD admissions should be reduced – right now there is massive bloat at the bottom, using PhD students as cheap labor even though its clear most of them have no long term future in the jobs these PhDs are theoretically preparing them for.
The loss for the US is that PhDs are one of the most stable paths to immigration for the world’s most capable people. Even better for the US would be if they could identify these people and let them come work without having to create PhD positions for them.
