Seems like it’s out of context, but not really. He has talked about stuff like this before and this I believe is referring to folks who may be affiliated with Al Qaeda. Still, no representative should ever say this.
All politicians are warmongers. This is not a conspiracy, but Lindsay Graham was a piece of shit.
