This is one program I am completely in support of.
I remember a story locally from years where a woman basically left her newborn in a gas station bathroom. By the time someone had finally found it, it was within hours of death. If I recall, the baby did make a full recovery and they were never able to find the mother. Unfortunately these types of stories were (and still are to a degree) common.
