This detention does seem to be legal, only requiring some notification of the Speaker of Parliament but the optics seem to be growing nastier as pressure against the Education Minister (Dharmendra Pradhan, a significant political figure himself) seems to mount.
I believe Priyanka Gandhi and Akilesh Yadav have been detained too.
UPDATE: All those who have been detained have since been released. Just really poor optics all around with tons of photos of the arrests going around now that could add fuel to the fire.

Modi is an authoritarian and a religious nationalist. The world would be better off if he was toppled by these protests.

This is normal for him. He gets detained and released at a protest every 3-4 years.
It makes for a nice photo op and he gets to pretend he’s an actual leader for a bit.
