Greece, Malta, Cyprus, Bulgaria, Austria, France, Italy, and other EU member states continue to either block the expansion of EU sanctions against Russia or demand significant carve-outs that water down the sanctions proposal. Silver lining, now we see which EU member states *actually* care about protecting Ukraine when the going gets tough.
