    2. on the one hand, i dislike this because of the ability to abuse it. on the other hand, who still watches broadcast tv? the article is right that the arbitrary 39% rule doesn’t apply to streaming services, so either (a) apply it to streaming services which is effectively un-possible, or (b) kill the rule. unfortunately, (b) will likely be used by both sides inappropriately.

  2. This concept is weird. Simply because the range of a single TV broadcast tower is limited by the curvature of the earth. Maybe they mean broadcasting the same thing on stations in geographically different places. But even that isn’t all that weird.
