SS: John Healey, who resigned over the previous government’s supposed unwillingness to fund the military, is now Chancellor, and unwilling to fund the target which he previously resigned over.

Am I understanding this right that he’s putting aside a defence spending KPI that he put forward, and then resigned for because the previous government didn’t agree to action on earlier?
