Totally spitballing but it's pretty well known that there's a bunker beneath the white house already. It probably hasn't been overhauled since the Cold War and nowadays there are all kinds of new threats possible – maybe some kind of EMP attack, aliens, a genetically modified pathogen, way bigger nuclear weapons etc.
What if the "ballroom" construction is just a front to essentially "harden" the white house against a new age of potential threats, and that's why it costs so much and Trump is so adamant about it?

When they did this in the fifties they didn’t keep it a secret so why be secretive now?
