3. My opinion
There are provinces that the number of young people to marry and have children dropped to unsustainable level, leading to “extinction” classification and the merging with neighboring metropolitan cities to sustain infrastructure. South Jeolla and North Kyungsang provinces are examples. South Jeolla got merged into Gwangju metropolitan city and North Kyungsang was about to do it until local politicians messed up with petty infighting.
This tuition-free move on local national university is a method to convince people to go provinces facing extinction.

The us needs to start funding its universities again. The rise in cost can partially be attributed to the spending cuts that were spurred from the Great Recession. They never came back. Balancing the budget should be a top tier issue and it’s tempting to want to fund everything when in power but making higher ed affordable is something we should prioritize even in a leaner budget
