There are theories that covert groups are going to communicate with the immigrant groups before the NGOs can deliver goods.

They will tell them the women are included as part of the charitable donations.

This will cause a lot of confusion.."why are they taking us, we just brought them truck loads of food?!"

How many volunteers disappear before they admit it's happening? That's the question.
