It’s hard to find definitive information that explains what is different about this agreement than the 1951 agreement that allowed us to have military bases.
At one point, we operated like 17 that we closed on our own accord because of cost.
But we’ve always been able to add more
I like how this one says it last infinity
And I like how it says while we are required to consult with them on our plans to build new bases we do not need their approval to do so
If that was the change from the prior agreement, I can see how that is positive
