Just a few of the drills done before 9/11. The first one has a picture of Osama Bin Laden on the front cover and one of the scenarios in the drill is a plane hijack scenario. The last was done at the pentagon called Mascal. They simulated a plane crashing into the pentagon. This drill was a year before 911 happened. The description for the image read
A plane crash is simulated inside the cardboard courtyard of a surprisingly realistic-looking model Pentagon. This "tabletop" exercise was designed to help emergency relief personnel better prepare for disasters when they occur.

The TLDR version is they basically simulated every aspect of 911 in the years before it happened. Then claimed they could have never imagined such attacks happening.
Similar things happened with London for 7/7. About 1 year before it was uncanny. The BBC did a program on almost the exact same scenario.
I took a tour of the twin towers and building 7 on a field trip with my class in May 2001. The twin towers had a TSA style security checkpoint that we all had to go through after entering the building. Why couldn’t you know; have those same serurity checkpoints at the airports?
