It’s all about incentives. The big difference is lot size. Why would someone create unique house when you can copy paste one. It’a the same issue in Asia and Eastern Europe, just with apartment towers.

It’s not true that these towns you’re referring to weren’t planned.
And it’s also very true that civil planning has been a huge benefactor in organizing towns. One big factor is preventing mass fire hazard.
