I’m gonna sound super ignorant here, because I actually am, but how does the state decide the value of the land itself? I’m assuming it would be the state.

A small tax on improvements to land is actually good, as it discourages sitting on empty apartments in already developed lots and waiting for their appreciation while paying fuckall in LVT.
Still, general idea of taxing land and replacing income taxes with LVT is based.
