Since no side of the debate takes build-more-housing seriously and kidnapping the homeless off the streets to shove them in prison forever is too resource intensive and dystopian, the only true practical discussion that can be had is where they will be pushed to.
Big cities only care because the homeless population has gotten bad enough to the extent that they have began settling in busy tourist/rich areas, which is obviously causing discomfort and stress to people who matter. Chances are these places will effectively ghettoize the homeless and shove them back into the poor parts of town where they can be easily forgotten.
Other places will take this strategy further and bus them over to who knows where. Half measures such as acquiring hotel rooms or utilising homes not-currently-lived-in won’t house a fraction of the homeless population. You’ve got hundreds of thousands of homeless people in California alone, with most focused on big cities. Chances are they’ll South Park the whole situation and send them to Wyoming.
