  1. Definitely trying to extract concessions and strong arm Ukraine into unfavorable terms with Russia’s help and don’t want EU push back.

    Obviously, Kellogg’s statements are worrying, but I also think this is at the crux of American foreign policy right now. Allies can’t know anything for certain until Trump has said it and acted upon it.
