I do wonder how successful these efforts will end up being. I had a history professor who explicitly came to the US to study, despite his area of focus being PLA SIGINT during the Civil War, because Chinese archives were so closed off, and there was pressure against certain conclusions
STEM is more insulated against these cultural issues, but I can imagine that being an issue for the individuals, although the fact remains that any offer is probably better than no offer (see the curious case of Qian Xuesen)

This has been happening since Trump 45’s China Initiative. Where some FBI agents were literally picking the first Chinese name on a university website to build an espionage case against.
During the Biden administration the risk of having an investigation and federal grant funding suspended led many universities to demote or stop hiring researchers with a Chinese background. Even if they were full US citizens.

My anecdotal experience from working with Chinese PhD’s is that China’s job market for scientists and engineers has limited opportunities and pays very badly compared to the US. I don’t think US PhD students are going to be flooding into China unless the US’s economy gets fucked up in a major, long-term way. Even then I assume Americans would want to go to Western Europe before they went to China.
