France should retaliate by banning Twitter. If the EU only plays in the goods arena it is going to lose since the EU has a large surplus there. It needs to hit the US service industry. Bonus point by cutting Twitter you will also remove a large source of foreign influence and disinformation.
The President only as the legal authority to go up to 50% without congressional approval. That being said, I wouldn’t hold my breath on there being any check if he did this.
On a side note, the random capitalization always is a puzzling look into his mind.
