The Tripoli-based Government of National Unity (GNU) has announced that ten NGOs working with migrants in Libya would have their permission to work in the country suspended – including the Norwegian Refugee Council and Doctors Without Borders.
A spokesman of the Libyan authorities accused the NGOs of carrying out a plan to change the demographic makeup of the country by replacing the native Arab-Berber Libyans by “importing and settling” Subsaharan Africans – a rhetoric inspired by the conspiracy theory of the “Great Replacement”, already weaponized by neighboring Tunisia’s President Kaes Sayed to justify a crackdown against migrants and Subsaharan minorities two years ago.
Libya has served as one of the major transit hubs for Subsaharan migrants seeking to reach Europe since the fall of the Gaddafi regime and the following instability. According to the UN, there are more than 700,000 migrants in Libya, a country of 7 million, and are particularly vulnerable to human rights abuses by human traffickers and militias – in recent years, widespread and systematic abuses ranging from arbitrary imprisonment, to physical and sexual assaults, to deliberate denial of care and rescue to slavery have been reported by various human rights and news agencies.
