Unironically they should just cancel HS2 in its entirety. At the current cost the economic case for it has already been ruined, imagine how much of a money pit it will be when the costs are inflated up to 2030s levels (or hell, even the 2040s). The project has been too mismanaged and that mismanagement is realistically not going to improve.
We cannot continue to plow infinite amounts of money into this boondoggle just out of fear of sunk costs. The government’s resources are finite and they could be put to much better use on other public transit projects, rather than this high speed white elephant.
