This is good policy. Food carts/trucks should be one of the least difficult ways to break into the market and accessible for folks who don’t have a massive pile of start up capital – as long as everything is above board with labor, food safety and sanitation, that should be the end of it. Perform regular food safety/sanitation checks and stop gouging folks trying to make a living under 40 miles of permit fees and red tape.
$20k for a permit is absolutely obscene.

Are prices so outrageous because of availability of spots for food carts? It’s one thing if it’s pricing a lot of people out of the industry, it’s another if there is a roasted nuts or street meat cart every 20 feet. I haven’t been deep into NYC since COVID but I remember a lot of places had an abundance of food carts.
