These insane strikes had absolutely nothing to do with military and nuclear capabilities.
It badly damaged the prison’s infirmary. It killed multiple dissidents, multiple relatives of dissidents visiting dissidents, a person walking in the prison vicinity, a woman who went to meet a judge outside about her imprisoned husband’s case, and a five year old who was with his mom who worked at the prison etc
