In October last year, a drone that fell over Pyongyang was indeed sent by the South Korean military — and shockingly, another drone was sent again in November, just before the martial law attempt, in an apparent effort to provoke North Korea. This has been confirmed through testimony from insiders within the military.
On October 11, 2024, North Korea claimed that South Korean drones had infiltrated Pyongyang airspace three times and dropped anti-North Korean leaflets, even releasing photos as evidence.

“This is a grave military attack that must be punished.”
At the time, the South Korean military and government maintained a vague stance, refusing to confirm or deny the incident.

“Due to the various complex circumstances, we cannot confirm anything at this time.”
However, according to internal whistleblower testimony obtained by MBC, the drone that fell in Pyongyang was indeed deployed by the South Korean military. The drone’s flight path also closely matched what North Korea had disclosed.
Additionally, MBC has secured shocking testimony from an active-duty military officer, referred to as Officer A, who was familiar with the situation.
He testified that he had received upper-level orders to send another drone into North Korea in November.

“Even though one was lost, there was this perception that North Korea had been caught off guard and failed to intercept it — so it felt like, ‘They think it’s effective and want to use it again.’ That made me think, ‘This is going to lead to serious consequences.’”
The officer further revealed that President Yoon Seok-yeol and Defense Minister Kim Yong-hyun were reportedly pleased when North Korea announced the October drone incursion.

“I heard that the ‘VIP’ and the minister clapped and were delighted about the North Korean announcement. They were so pleased that the commander was ordered to do it again — and the commander felt immense pressure.”
Ultimately, according to testimony, the drone infiltration operation was indeed repeated in November under orders.
Whistleblowers added that the drones used by South Korea were noisy and operated at low altitudes while dropping leaflets, making them easy to detect.

“What’s astonishing is that they programmed the drone to fly dozens of circles over Pyongyang at an altitude of 320 meters. It’s as if they were begging to be caught — nothing else explains it.”
If verified through investigation, this could serve as critical evidence for the allegation that the government sought to provoke North Korea in order to justify declaring martial law.
This has been Kim Jung-in, reporting for MBC News.
