Not a fan of either one, but Trump is just wrong here.
All of those things would get drastically more expensive, not “BIG MONEY SAVED”.
The subsidies for electric cars almost entirely go to the buyers as incentives, not Tesla to manufacture them.
SpaceX has brought down the cost of putting things in orbit by 10 fold if not more. Since they retired the space shuttle in the early 00’s the US government has had no way to get satellites and/or supplies in space to the ISS. Until SpaceX got contracts going, the US Government had to rely on the Russians to get stuff to space. It would go back to 10’s of millions / kg to transport cargo to space. Starship and reusable rockets would bring it down even more than they already have.
I do agree with Trump that EV subsidies should not exist
