  2. Government procurement in Anglosphere countries primarily functions to transfer public money into the hands of contractors and consultants. Occasionally something goes wrong and things get built on time and within budget. This is because government workers who are ostensibly supposed to negotiate with and oversee private sector suppliers aren’t actually permitted by their political masters to do either. 

  3. And so the the Conservative Party looked ‘round and asked the big question on everyone’s minds:

    “How can we make this even worse?”
