I mean paying royalty fees for a license ain’t a problem, since ultimately you are the ones making the drugs

Unlike many other things, biotech is hard to weaponise. You either go small and get the equivalent backlash of using chemical weapons (and their effectiveness to, which is not high) or go high and get the backlash of a nuclear bomb with 5 times the hassle.
So its not bad that china advances in biotech, and I say as someone who would be hurt by the competition
