This seems uh… idiotic. How exactly are you supposed to split the damages? There’s the countries that emit the most greenhouse gases today yes, but those nations would point to the greenhouse gases emitted by nations in the past and the iniquity of letting some nations go because they polluted to develop before anyone cared. No one nation’s carbon is sinking Funafuti after all.
