Western barrel forging capabilities are a key reason for this , recently Russia was reported to have smuggled a 40 year old radial forge from Austria through a Spanish company, proving that indeed, barrel forging capacity is the limitation for Russian artillery
but even with that, Ukraine will continue to outproduce Russia in new artillery systems for years to come, and Russia will have to turn to NK for new barrels or arty systems
Russia outproduces the West in artillery shell production, but the gap is closing, with Rheinmetall alone planning to reach 1.4 million 155mm shells production rate by 2027, and total European production rate should match the Russian one by that time as well, even assuming some Russian ramp up( plus, the quality of the Western shells is far higher)
biggest shortcoming remains missile production, especially ballistic missiles, where Russia completely outdoes the West, and unfortunately not much change is expected in coming years, due to slow ramp up rate for missile production
wonder if drones could ever be used to shoot down Russian missiles
