Going back to Hong Kong seems counterproductive considering the Chinese government is about to erase any independence the exclave had to date.
Moving to Dubai seems like a logical choice for the financially gifted, morally bankrupt individual who wants to dodge homeland taxes. I absolutely hate the recent trend of “Dubai” themed items which is just pistachios + whatever. My local ice cream shop which is well known to be fairly left socially had a big Dubai ice-cream special that seemed so at odds with their social advocacy. Maybe don’t whitewash a literal modern society built on slavery and exploitation of the poor?

Singapore had a major money laundering case that saw about US$2 billion seized by the authorities. The parties involved were making a killing from syndicate activities with ties to both Chinese scam call centers and illegal online gambling in south east Asia. The activities were directly affecting the city’s populace so you can’t just turn a blind eye to that.
No doubt KYC processes are really hightened in the city state so such money will seek elsewhere.
