It might not look logical, or even wise from our point of view to attempt this, but its good to remember that Authoritarian goverments act in different ways, and EVERYONE can make a poor decision, no matter how well thought out it might be. Hitler thought it was a GREAT time to declare was on the USA, his forces were about to conquer Russia, and the Axis could pivot to taking on the Great Enemy of Autocracy. But well, that turned out rather poorly, didnt it?
