Honestly if anyone has a good source on what the hell prompted the decision to ease border restrictions I would love to read it.
The article says the government hoped these people would come back but I do not for a minute believe the government actually thought that.
Losing 100,000 men who are in their prime and are never coming back is literally a worse defeat than any single Campaign the Russians have inflicted upon the Ukranian military.
