
- Him considering this means he thinks he has to to end the shutdown democratically, or at least do it while appearing democratic.
- If the filibuster is gone, any future non-Republican majority (if it does happen) is going to be used against them.
- If he is smart enough to even consider (1) and (2), he must really want this shutdown over, which suggests he believes it's worse for his PR than for Democrat PR.

Point 3 is a big if. I legitimately do not think Trump understands the implications of what he’s asking, nor does he care.
I’m not sure I’ve thought through what the Republicans can pass enough, but given that he basically bypasses Congress on everything anyway, I’m not sure I’d mind him blowing up the filibuster. It would make governing much easier next time. How much more harm would it do if he already gets almost everything he wants?
