European states are slowly but surely backing down on their commitments to security guarantees through multinational troops. Polish Prime Minister Donald Tusk, referring to a potential peacekeeping force in Ukraine, stated that the Polish army is already preoccupied with protecting its own eastern border. It is therefore not surprising that Ukrainian President Volodymyr Zelenskyy demanded “legally binding commitments” for security guarantees in The Hague. However, at the moment it appears that many European states will ultimately back down.
