Part of it is because people who would be good are discouraged from joining by the rhetoric around them. Their corrupt bad and dont make a difference not to mention there is not nearly enough mental screening there are even videos on YouTube on how to pass a mental exam. And a lot of them are scared bullied kids that now are grown up and have a gun.
