On the idea of an EU army separate from NATO, Kallas argued that countries only have “one army” and “one defence budget.” Creating parallel chains of command, she warned, would mean that “the ball just falls between the chairs” in a crisis, which she described as “extremely, extremely dangerous.” Instead, she said, Europe’s defence efforts should be strengthened within NATO’s framework. Any new EU defence initiative, Kallas added, would fall under her remit as the bloc’s top diplomat.
