We need to distinguish between anarchy as a political system (which most people do not understand at all, but which can describe anarcho-capitalism), and a literal anarchy which we can call anarchaos, whose primary distinguisher is the existence of a power vacuum or not.

Ancap is anarchy without a power vacuum, the non existence of a State having been peacefully replaced with a decentralized stateless political system and private institutions based on private political services, such as dispute resolution (courts), law enforcement (police), and fully decentralized law creation, etc.

Anarchaos is simply what most people mean by 'anarchy', they don't mean a political anarchy, they mean chaos.
