Assuming this is true, I think it’s preferable that the homeless are in shelters as opposed to being on the street. Especially in NYC where you probably want to sleep during the day as nighttime can be really dangerous if you don’t have access to shelter.
In the end though, the true solution to homelessness is simply giving the affected individuals access to housing. To do that, you have to battle a combination of local governments who want property taxes along with private landlords/homeowners who want to restrict access to housing to protect their property values.
