    Pirates seized a cargo ship off the coast of Somalia—the fourth such attack in less than a week. Britain’s maritime authorities warned of increasing danger to vessels in Somalia’s coastal waters and raised the threat level in the area to “substantial”. Somali piracy once cost the global economy billions each year at its peak in 2011. Officials are still investigating whether the latest incidents reflect organised piracy or local disputes, but the threat to shipping is clearly rising again.
