Between 1932 and 1972 the US Public Health Service tracked around 600 Black men in Alabama who had untreated syphilis, purely to study how the disease progressed. Penicillin became the standard cure in the 1940s and they withheld it anyway.
The same doctor, John Cutler, later ran an even worse program in Guatemala where people were deliberately infected.
