If I’m understanding this correctly, it sounds like Iran is still planning on charging tolls for ships to pass in the Strait of Hormuz.
I’d be lying if I said that I completely understood what is going on. How can you allow a supposedly defeated country to charge tolls or ransom in order to pass through international waters?
The whole deal is shit. It’s a shit sandwich covered in shit flavored mayonnaise with thin slices of dog shit on top of the shit flavored meat.
Every fucking red line, Every…Single…One, has been shit canned for a pinky promise from the biggest funder of terrorism in the world.
Edit: Not done ranting. You know what the worst part is? We lost a dozen or so service members in Iranian missile/drone strikes for abso-fucking-lutely nothing in this deal. That pisses me off to no end.

The MOU says no tolls for the 60 day negotiation period. Anything after that has to be part of the final deal.
There is no chance Irans neighbors are going to tolerate a toll. As you said, it’s international waters, not Irans territory. They have no navy and their only leverage is terrorist attacks on commercial ships. If they attack a ship to force a toll, they will be in violation of the agreement and we’re back to square one.
More likely Iran is trying to find leverage where it can to get better terms. So they will “give up” their tolls for something in return.
