Some say the reptilian voice was added, and other Brazilians claim to have heard him on television with a reptilian voice.

JFC, haven’t You ever spoken so much You lose Your voice? The vocal cords literally give up, and here is a good example of that.
You can see other people reacting on the voice crack, even handing him a mint or something. So there was definitely something going on with his voice
Way more Brazilians here than I first expected. Which is a shame really
