Germany has recently passed the new “Military Service Modernization Act” where all 18-year-old men will be given a mandatory questionnaire on whether or not they want to join the military and a mandatory medical examination. Yet joining the military itself remains voluntary for the time being, but in the event of a conflict men deemed fit could be drafted. Women are exempted from this process, but can voluntarily complete the questionnaire.
This new law is the result of a compromise between the ruling CDU and the SPD, where the latter withdrew their support for an earlier lottery based conscription system. Despite that compromise, the law remains controversial in Germany, w[ith nationwide school protests ](https://www.tagesschau.de/inland/gesellschaft/wehrdienst-schulstreik-protest-100.html)held in opposition to the law.
