This reminds me of years ago when I received my universal refrigeration license guys were getting scrutinized being required to buy thousands upon thousands of dollars worth of safety and recovery equipment. Having their shops and vehicles randomly checked by the EPA. All while the Tropicana factory represents some crazy number I forget what it was but it was over 90% of all unrecovered refrigerant loss in the entire country. But apparently they have an exemption while random HVAC mechanics and automobile mechanics are heavily scrutinized apparently gigantic factories are allowed to just leave massive leaks venting into the atmosphere with zero repercussion or requirement to repair or remediate. So basically their leaks never get fixed unless they decide the cost of adding new refrigerant is high enough to warrant the repair
